建设背景

近年来,由于火灾、洪水、地震、海啸等自然灾害不断发生,战争暴乱、恶意盗挖、不规范施工等人为因素时有出现,这些都可能导致地面网络瘫痪,严重影响了应急通信和突发事件应急指挥体系的正常运行。所以应急通信和突发事件处置已作为公共安全最核心的问题之一,已上升为国家、军队及各级政府重要和长远的基本事务。

建设目的

应急救援系统主要依靠地面通信系统,良好的通讯系统也是应急救援的有力补充及保障,建立健全应急救援保障体系,完善系统网络,建立有线与无线相结合、基础网络与机动通信网络相配合的通信系统,才能确保突发事件应对工作的通讯保障。因此,建立公共安全突发事件应急指挥体系是应急管理体系的重要内容,对保障人民生命财产安全意义重大.

建设内容

通过建设一套功能齐全、性能可靠、技术领先的以北斗卫星导航系统为主,结合通信卫星及其他通讯手段为辅的综合应急指挥平台,当重特大灾害事故发生时,此应急指挥平台能够实现通讯、图像、数据、位置信息的双向传输及系统的统一指挥调度,保证应急救援工作垂直的、自上而下的指挥调度网络的畅通,提高了在应急现场指挥调度能力。

系统结构

系统主要由地面应急救援指挥中心、移动应急救援指挥分中心和应急救援单兵系统三部分组成。依托通信卫星及其他辅助通讯设备可实现图像、语音、相关数据的上传于下发;依托北斗定位导航通讯卫星实现准确定位于基于短报文的应急指挥与综合显示等。

系统功能及特点

Ø  可预先设置存储多条路线,根据任务需要调用;

Ø  可人工设置北斗定位或GPS定位两种工作模式;

Ø  执行任务过程中,可根据指定的路线实时解算航向、速度和预达时刻,并以文字实时显示速度、航向;

Ø  能够实时记录救援队的航迹,并进行存储回放,可作为训练任务完成情况的讲评参考依据;

Ø  支持1100万、150万、1:5万及更大比例尺的全国矢量地图;

远程应急通信功能

Ø  能够以短报文方式向地面指挥所通报情况,包括文字和图形信息;

Ø  能够事先编辑和存储常用报告指令,需要时便捷调用;

Ø  能够采用一键式发送紧急求救或遭遇危险信息,地面指挥所收到该信息后,将闪烁并配合语音提示,以便指挥人员及时进行处置。

应用效果

在应急救援系统下,由于自然灾害、事故灾害、公共卫生事件、社会安全事件,上述各类突发公共事件往往是相互交叉和关联的,某类突发公共事件可能和其他类别的事件同时发生,或引发次生、衍生事件,应当具体分析,统筹应对。各类突发公共事件按照其性质、严重程度、可控性和影响范围等因素。需要针对地域、地形和气候等复杂条件,建设覆盖主要各个地市的应急救援指挥系统。快速可靠的了解灾区情况,以及引起的次生水情、雨情等各类灾情信息,保障防灾抗灾救灾指挥信息传达,最大限度地减少灾害损失。利用北斗卫星导航系统的报文数据通信功能进行防灾减灾救灾具有不受地域限制,抗自然灾害能力强的特点。
